This news segment was taken from an English tv show aired in Japan in 2004 for Japanese viewers. It shows the work involved in dubbing an English track to Japanese shows for North American consumption. Personally, I prefer to watch shows and movies in their original languages with a subtitle track but I can understand why most people would prefer to hear it in their native tongue.
What I want to know is how in the heck this original Japanese opening for One Piece translates into this English version. Darn 4Kids Entertainment.
